The primary data sources for this index are all based on statistics from the ministries of labour for each of the markets within scope, the Central Intelligence Agency (U.S.), World Data Bank, Trading Economics, and internal data collected as part of ManpowerGroup global reporting efforts.

Top Ten Markets for Total Workforce Availability

The inclusion of smaller markets in the top ten, such as Ireland and Norway, demonstrate that this ranking isn’t dependent on workforce size alone. Norway is an example of a smaller market that has experienced investment in the workforce as well as skills development. Workforce skills continue to drive the value of a workforce to employment organizations.

Sweden has a strong score in Availability and while it has seen a huge spike in demand in the past, there are challenges related to supply of talent in this highly skilled workforce. The quality of the skills is very high, however, the competition for talent and strict regulations in this market make it one that would benefit a very specific set of requirements for talent. Sweden falls to sixth from it’s ranking of fourth in 2018.

Singapore rises from fifth to first ranked marked for workforce availability. Though it has a relatively small workforce when compared to some of the larger workforce markets, it has a abundance of skills, high English language proficiency and a more highly educated workforce. Other markets experiencing migration challenges were impacted negatively lowering their scores and allowing for Singapore to rise to the top.
