Workforce availability is an essential consideration when evaluating potential markets. Consider this: If the labor pool in the market you are considering cannot meet the volume of talent required, does it matter that the market may be more cost-efficient, have more flexible regulations or a higher production capacity?
The primary data sources for this index are all based on statistics from the ministries of labour for each of the markets within scope, the Central Intelligence Agency (U.S.), World Data Bank, Trading Economics, and internal data collected as part of ManpowerGroup global reporting efforts.
While this metric is not dependent simply on the size of a workforce market, larger markets do tend to have a higher probability of hosting the availability of more highly skilled talent. That said, Switzerland and other smaller markets especially in the EMEA region continue to rank highly in the top ten for skills availability based on the Total Workforce Index™ methodology and rankings.
Workforce skills continue to drive the value of a workforce to employment organizations. However, access to these skills is more critical than ever before. Specifically, in reference to the sudden and dramatic shift to remote workforce deployment within many global organizations, many employers are broadening their previously constrained talent pools to include skills beyond their geographical locations.
With this remote readiness factor in mind, and along with a more mature and diverse workforce, the United States claims the top ranking in the Availability category. Followed by Singapore, Switzerland and the United Arab Emirates. All Markets that have technologically and otherwise embraced remote work prior to the 2020 environment.
Size of the bubble reflects the Relative Availability of each market, while the color reflects Relative Regulation
